Thomas (Tom) Wiggins serves as the Director of the Selection Management Office within NIST’s Technology Innovation Program. This Office is responsible for the full life-cycle of planning and managing competitions, including proposal evaluation and selection activities and coordination of support and administrative functions. The office will coordinate the selection of critical national needs, and develop, execute and coordinate plans to educate audiences about TIP.

Prior to his current position Tom was a Project Manager, within the former NIST Advanced Technology Program, for both technical and business aspects of ATP projects in the Chemistry and Life Sciences Office.

Tom has over thirty-five years of engineering and manufacturing management experience in a variety of consumer, communications, and oceanographic and medical diagnostic products. Prior to joining NIST he founded a consulting firm specializing in providing start-up companies with business/regulatory strategies, regulatory compliant manufacturing and quality systems, product development, and engineering design support.

Tom has also been instrumental in the development and manufacture of medical diagnostics instruments, medical devices and unique disposables, along with the development of processes and equipment for integrated assembly and packaging. His experience includes bringing over 25 automated manufacturing processes, and more than 50 products to market. Tom has held positions as Director of Engineering, Director of Manufacturing Engineering, Director of Manufacturing, or Vice President of Operations with several biotech and medical device/diagnostic companies.

Tom holds a Bachelor of Science degree in Mechanical Engineering from the University of Pittsburgh and a Masters of Business Administration from Syracuse University.
